Find a site that specialises in hosting blogs.
Sign up.
Follow on-screen instructions.

It's really easy, honestly, you just have to learn the right mark-up language and how to use the blog site to set up your page the way you want it. Both of these may differ from one site to the next though, so your best bet really is to decide where you want to host your blog first, then worry about how to do it later.

I sugesst you start with Blogger and use wordpress as a, well I dunno webcomic webside or something.

make a blog. its good, has a selection of basic layouts and drag-an-drop feature editing, and tonnes of other customisable bits.
